Forcing a discount structure

Is it possible to make it compulsory to add a discount structure to when you create a customer in BBOSS? Or to raise a pop up if you are trying to send a quote/order out for a customer without a discount structure?

We have had a few quotes raised where no discount structure has been added at all and it is only being picked up at the point of qoute chasing a week later.
